Fix Steam 'Missing File Privileges' Error (Update Blocked)

You click 'Update' on a game, it downloads for a second, and then stops. The status changes to: 'An error occurred while updating... (Missing File Privileges)'. Unlike a standard disk error, this means a specific other program on your computer has locked the game file, preventing Steam from writing to it. It is often caused by an overzealous Intel graphics process or a permissions glitch.

Method 1: Kill the 'igfxEm' Module

For many Intel users, the 'Intel Graphics Executable Module' (igfxEm.exe) locks Steam files by mistake.

Step 1: Task Manager

Press Ctrl + Shift + Esc to open Task Manager.

Step 2: End Task

Look for igfxEm Module in the list. Right-click it and select End Task. Immediately try to update the game in Steam. It usually works instantly.

Method 2: Repair Library Folder

Steam has a built-in tool to reset folder permissions.

  • Go to Steam > Settings > Downloads.
  • Click Steam Library Folders.
  • Click the three dots (...) next to the storage bar > Repair Folder.
  • Click Yes on the admin prompt. This resets the read/write rights for the entire directory.

Method 3: Change Download Region

This sounds unrelated, but changing your region forces Steam to check the file manifest again.

Go to Settings > Downloads. Change 'Download Region' to a city far away (e.g., if you are in NY, pick LA). Restart Steam. This refreshes the content server link and often bypasses the locked file check.
