Fix PayPal 'We Can't Complete This Payment' Error (2025)

You are trying to send money to a friend or pay for an item, and PayPal stops you cold with the vague message: 'We can't complete this payment right now. Please try again later.'. This is rarely a problem with your bank balance. Instead, it is usually PayPal's automated Security Model flagging the transaction as 'high risk' because of a change in your login pattern, device, or IP address.

Why did the Security Model flag me?

PayPal's AI monitors every tap and click. It likely blocked you because:

  • You logged in from a new location or device.
  • You are using a VPN or Proxy (PayPal hates these).
  • You tried to send the same amount multiple times in a row.
Warning: Do not spam the 'Send' button. After 3 failed attempts, your account may be soft-locked for 24-48 hours.

Method 1: The 'Card Confirmation' Fix

If you are using a debit or credit card, PayPal might need to verify you actually own it.

Step 1: Go to Wallet

Log in and click on Wallet at the top.

Step 2: Confirm Card
