Fix PayPal 'We Can't Complete This Payment' Error

You try to send money or pay for an item, and PayPal stops you dead in your tracks: 'We can't complete this payment right now. Please try again later.' This is not a technical glitch; it is a Security Flag. PayPal's AI algorithm suspects your transaction is unauthorized, either because of your location, device, or the recipient's account status.

Why did the AI flag me?

PayPal's risk model is incredibly sensitive. You likely triggered it by:

  • Logging in from a new device or IP address.
  • Using a VPN or Proxy.
  • Sending a large amount of money to a new recipient.
  • Typing your password wrong once before logging in.
Warning: Do NOT try the payment 10 times in a row. This will escalate the flag to a full Account Limitation.

Method 1: The 'Old Device' Strategy

If you are on a new phone or computer, PayPal doesn't trust you yet.

Step 1: Switch Devices

Go back to the device you usually use for PayPal (e.g., your old phone or desktop PC).

Step 2: Use Cellular Data

If you are on WiFi, switch to mobile data. PayPal trusts carrier IP addresses more than residential WiFi because they are harder to spoof.

Method 2: Clear Cookies & Cache

Sometimes a conflicting cookie tells PayPal you are in two places at once.

Step 1: Clear Browser Data

Clear your cookies for paypal.com specifically.

Step 2: Incognito Login

Try logging in via an Incognito/Private window. This strips away all tracking data and forces PayPal to verify you via 2FA (SMS code), which builds trust for the transaction.

Method 3: Confirm Your Card

If you are using a new debit/credit card, you must verify it.

  • Go to Wallet.
  • Click the card you want to use.
  • Select 'Confirm Card'. PayPal will charge you $1.95 with a 4-digit code. Enter that code to prove you own the card.
